it really isn't that hard to encrypt data.. pre-programmed keys or key negotiation, its not that hard..

a simple pre-programmed key, or a way to just change a symmetric key (kinda like changing a frequency on a radio) would stop all of these non-advanced people from intercepting data.. pretty sad.. you'd still have problems with nations like russia/china, but, insurgents would never be able to decrypt the data.
