Resting the week before competition or continue training?

Kelly Bagget once said that after 2 weeks of rest, his athletic performance actually increased because of rest and healing to his muscles and tendons.  So this brings me to the point of whether it is good to do almost absolutely nothing the week before a tournament or to continue to train all the way leading up to it (ie weights and conditioning).

Goal: Maintain 385-405lb squat while cutting down to 165 LB

I think it depends a lot on the level of the athlete. If you're a beginner you won't be able to wear yourself down too much with your current training because you aren't able to generate a lot of intensity to begin with in your training.

But then it obviously matters if you have overtrained for quite some time and so on and so forth. So there are a ton of parameters at work, as usually.
